Duties Summary

The Public Utilities Commission (“Commission”) regulates all chartered, franchised, certificated, and registered public service companies operating in the State of Hawaii that provide electricity, telecommunications, gas, private water and wastewater, motor and water carrier transportation services and other entities as required by law. The Commission has statutory authority to enforce applicable State statutes, to establish and enforce administrative rules and regulations, and to set policies and standards. The Commission also oversees the administration of a One Call Center that provides advance warning to excavators, the Telecommunications Relay Services (TRS) fund, and the Public Benefits Fee surcharge, which funds energy‑efficiency programs on the islands.

The Office of the Executive Officer plans, directs, and manages the daily operations of the Commission to ensure efficient use of its resources in meeting its missions and organizational goals and objectives. Functional areas include administrative services (e.g., budget, fiscal, procurement of goods and services, human resources, case management and clerical support), use of information technology, audit and technical review of regulated entities’ financial and engineering activities, internal and external communications, government affairs and the Commission’s outreach and compliance efforts.

The Commission’s Consumer Affairs and Compliance Section (CACS) establishes and maintains contact with regulated entities, government agencies, and the public; disseminates public information; provides investigation, complaint resolution, and enforcement services; and conducts community outreach and educational services on behalf of the Commission.

Purpose of the position: Under the direction of the CACS Officer, this position is responsible for the oversight and administration of the Commission’s activities and functions relating to the supervision of the Compliance Specialists and Investigators, including investigations into and compliance with chartered, franchised, certificated, and registered public service companies, education and community engagement, and miscellaneous duties as assigned.

Minimum Qualification Requirements

A. Knowledge: Principles and practices of supervision and program development, implementation, and evaluation; principles and techniques in developing informational and educational campaigns; principles and practices of investigations, including familiarity and interpretation of laws and rules, and rules of evidence; instructional methods and techniques; and report writing.

B. Skills/Abilities: Plan, organize, direct, coordinate, develop and supervise employees in the section; efficiently manage multiple projects within specified timetables; work independently to develop, provide, and deliver accurate and sound communications effectively in writing, orally, and electronically with exceptional command of the English language; establish and maintain effective and cooperative working relationships; maintain confidentiality; learn, apply, and explain in an easy‑to‑understand manner the Commission’s general orders, rules, tariffs, decisions and orders, operations, policies, and activities; plan, implement, and evaluate programs; operate a motor vehicle; define, analyze, and provide alternative course of action to problems; and maintain regular attendance.

C. Education: Graduation from an accredited college or university with a bachelor’s degree. The educational training must demonstrate possession of a high degree of English language skills. A master’s or other advanced degree is preferred but not required.

D. Experience: Two (2) years of progressively responsible professional experience in areas of program development and implementation, and compliance, enforcement and/or investigation activities. An advanced degree from an accredited college or university in a relevant field may be substituted for one (1) year of the required experience. Minimum one (1) year of supervisory experience, which includes planning and directing the work of others; assigning and reviewing their work; advising and guiding them on difficult problem areas; timing and scheduling their work; and training and developing new employees.

Who You Are

  • 8+ years of experience in product management or related roles in data center, infrastructure, or industrial environments.
  • Proven experience delivering products in DCIM and at least two of the following: CMMS/EAM, BMS/SPoG, construction management, or lifecycle/portfolio management tools.
  • Demonstrated success building and scaling data‑and AI‑driven products, including defining use cases, shaping data strategies, and driving adoption.
  • Strong understanding of facilities infrastructure, including power and cooling systems, layouts, and capacity models.
  • Technical fluency in data models, APIs, integrations, and analytics.
  • Strong product management fundamentals: user research, problem framing, PRDs, experimentation, KPI design, and roadmap execution.
  • Proven ability to align diverse stakeholders across operations, engineering, and corporate functions.
  • Experience operating in fast‑paced, high‑stakes environments with strict uptime, safety, and capital constraints.
  • Bachelor’s degree in engineering, computer science, business, or a related field (or equivalent experience).

Preferred

  • Hands‑on experience with platforms such as Sunbird or Modius (DCIM), Ignition (BMS/SPoG), Hexagon or similar CMMS/EAM tools, and Procore, SiteTracker, or Primavera for construction management.
  • Familiarity with data center standards and compliance frameworks (e.g., ISO 22237, ISO 22301, SOC 2).
  • Experience with digital twins, 3D visualization, or real‑time telemetry systems in mission‑critical environments.
  • Experience supporting multi‑site rollouts, system migrations, or large‑scale operational transformations.

What We Offer

The base salary range for this role is $165,000 to $242,000. The starting salary will be determined based on job‑related knowledge, skills, experience, and market location. Day-to-Day
