Essential Duties and Responsibilities

Provide services within the scope of the clinical privileges granted by the commanding officer
Review patient consults; conduct medical record reviews along with providing physical examinations to provide the appropriate physical readiness waivers to determine if patients are suitable for isolated, remote, overseas or operational assignment for all referred Active Duty, Reservist and Medically Retired personnel.
Complete DES referrals for patients identified in monthly CDEB meetings, as directed by Convening Authority. Also, complete comprehensive NARSUM by reviewing Veterans Affairs C&P disability examination results, service treatment records, and Commander's NMA concerning member's medical status. Serve as Impartial Medical Review Provider, when requested, in cases referred by other providers.
Serve as the Medical Officer Representative supporting of TEMPO program, to include completion of LIMDU or RTD chits as necessary. Coordinate with PCMs, specialty providers, and Case Managers in the management of LIMDU population.
Performs extensive analysis of the service members' medical condition from a potential wide spectrum of medical evaluations, reports and therapeutic plans from disparate specialties and integrate them into a cohesive clinical assessment on how they ultimately affect fitness for duty for the service member. The product of this analysis will be the eventual synthesis of the requisite documents, such as the narrative summary, required of the Medical Evaluation Board process.
Duties also include appropriate consultation with each service member including appropriate referral of adjunctive primary, alternative and/or specialty care required to either diagnose or treat the service member's medical condition.
Consults with other healthcare providers regarding disability evaluations and the coordination of medical care on behalf of the service member undergoing the medical evaluation process.
Consults with DFA, Convening Authorities, and PAD Department Head on all matters pertaining to the medical board's process.
Consults with providers, clinical coordinators, and /or program managers of the Department of the Navy (DON) Disability Evaluation Program, Navy Personnel Command and the VA Competency and Pension medical/senior administrative staff.
Performs Independent Medical Reviews (IMR) as needed upon request of patient.
Provide clinical direction ot the convening authority (if appointed by the Commanding Officer of the NHCQ).
Participates in assigned committee and/or administrative assignments; other duties as required.
May be assigned other duties consistent with the normal duties of a physician as directed by the Commanding Officer.

The Facility

Overview of the Position

Inpatient includes Medical Surgical Ward, Pediatric Ward, Intensive Care Unit, Labor & Delivery/Post-partum Ward.
Culd take night and/or weekend call approximately 2 to 3 times per month. During call back hours the contractor shall cross-cover the inpatient Family Medicine service 4-12 admitted patients), perform emergency Department consults, admit new patients to the hospital (0-3 admissions) and cover Labor and Delivery (0-2 deliveries/night). NNMC is a 60 inpatient bed facility.
If caring for inpatient, he or she would round on inpatients as needed.
Provide consultation with members of the Family Medicine staff on matters on patient care.
Review clinical records and adhere to records documentation procedures to insure that records are properly maintained.

Requirements:

Shall provide primary medical care to patients with a wide spectrum of illness in urgent care department, including evaluation, stabilization and transfer of patients with sepsis, MI, laceration, fracture, abdominal pain, glycemic issues, psychiatric illness, respiratory conditions, pediatric illness and renal dysfunction with the capabilities of recognizing and giving initial treatment of acute and psychiatric problems.
Shall conduct outpatient clinics making observations appropriate to the outpatient's underlying disease and treatment plan, including current symptoms.
Shall refer patients to appropriate contracted medical or other government facilities, providing full clinical information for care and diagnostic procedures that cannot be adequately provided at local I.H.S. facilities.

REQUIREMENTS

Diagnose and treat diseases of and injuries to the genitourinary system and the reproductive system.
Diagnose and treat the full range of obstetrical and gynecological cases.

Performs Routine Pelvic Exams.
Evaluates Abnormal Pap Smears (Colposcopy).
Performs Routine GYN Surgery such as:

Performs Office Procedures such as:
- Endometrial Biopsy, Routine OB Ultrasounds, Rotating OB/GYN On-Call Services
Perform Physical Examinations and shall determine if the standards of AR 40-501 are met.
Consult with and advise referring physicians on the diagnosis and treatment of patients.
The physician shall see patients as scheduled by the Medical Treatment Facility, and shall see the patients assigned regardless of whether or not he/she is the primary physician. The following time frames will ensure that patient flow is continuous and smooth. Initial patient visit - 1/2 hour. Average patient follow-up visit 15 - 20 minutes.
The primary function of the OB/GYN Clinic is to provide obstetrics and gynecology care to eligible beneficiaries. In general, any long-term care and follow-up shall be referred by the physician to the appropriate clinic.
Patients discovered during physical exam evaluations to require urgent treatment or stabilization of any possible life threatening conditions shall be promptly referred to the Emergency Room. Examples include such things as the following suspected diagnoses: hemorrhage, myocardial infarction, arrhythmia and cardiac vascular accident.
Stable patients requiring admission and/or same day specialty clinic consultation shall be presented to the patient's primary care manager, or appropriate specialty service involved during duty hours or to the representative of the service involved during non-duty hours. All other consultations shall utilize the current BJACH Clinic Consultation Guidelines which are available for review in the office of the Chief, OB/GYN Clinic.
Treatment of patients shall be performed at BJACH except in unusual instances when patients are referred to other institutions for performance of special diagnostic procedures or definitive care not offered at BJACH.
Physicians shall become familiar with the hospital formulary. Physicians authorized to prescribe pharmaceuticals shall do so according to the availability of drugs listed therein. The pharmacy service will provide instructions to all prescribing practitioners on substitutability of generic drugs for prescribed drugs.
The physician shall advise the COR of any problems encountered in connection with meeting the needs of patients treated by the physician, including problems with BJACH personnel.

QUALIFICATIONS

Must have and maintain a valid, unrestricted license to practice medicine from one of the 50 states, District of Columbia, Puerto Rico or US Virgin Islands and a current Drug Enforcement Agency (DEA) registration number (certification).

The physician shall complete an electronic impatient encounter form for each visit and/or patient contact, selecting appropriate diagnosis being treated, and procedures being performed for the visit/contact.
Physician shall not introduce new procedures or services without prior authorization of the Associate Chief of Ambulatory Care Service (ACOS) / Ambulatory Care and the Professional Standards Board.

Didactic Instruction - May be assigned responsibility to participate in the formal didactic program involving presentation of lecture material and giving case conference to residents or students on a recurring basis.
Shall provide special quality assurance studies, no more than four per year, and participate in peer review activities, as directed by the Radiology Medical Director, Radiology Flight Commander or designated Government personnel.

Qualifications

Must be a Doctor of Medicine (MD) or a Doctor of Osteopathic Medicine (DO) who has completed an internship and residency in an accredited United States Diagnostic Radiology Training Program.
