Cybermedia Technologies (CTEC) is seeking an experienced Senior Business Management Analyst to join our team

Program Overview

CISA's Stakeholder Engagement Division requires an integrated team to support council and sector governance, approximately 500 annual engagements, stakeholder coordination, policy and risk analysis, executive communications, records, and contract management. The work spans unclassified and classified environments and requires products that are accurate, accessible, compliant, and ready for government use.

Position Summary

Serve as a senior program, governance, and policy analyst supporting CISA councils and sector-risk activities. This role turns complex stakeholder, policy, and operational issues into practical plans, decision products, and measurable actions for senior government leaders.

Key Responsibilities

  • Lead development and maintenance of council or sector charters, bylaws, membership structures, operating procedures, and governance records.
  • Plan and support high-visibility classified and unclassified engagements, including schedules, agendas, pre-reads, briefing packages, logistics, and notes for the record.
  • Develop integrated schedules, plans of action and milestones, process maps, decision logs, risk registers, and executive dashboards.
  • Analyze critical-infrastructure, cyber, physical-security, resilience, and interdependency issues; synthesize findings into decision-ready recommendations.
  • Track recommendations, votes, milestones, risks, dependencies, and action items through closure using government-approved task-management tools.
  • Advise federal leads on stakeholder engagement, governance effectiveness, process improvement, and implementation of policy or statutory requirements.
  • Draft and quality-control executive briefings, memoranda, status reports, white papers, and other leadership products.
  • Coordinate across CISA, DHS, sector partners, advisory bodies, and senior officials while safeguarding classified and sensitive information.

Required Qualifications

  • 8+ years of relevant professional experience supporting business management, program analysis, project coordination, policy, governance or related functions.
  • Strong analytical writing and executive briefing skills; ability to convert complex information into clear recommendations.
  • Experience developing schedules, risk registers, POA&Ms, process flows, trackers, or performance dashboards.
  • Ability to manage concurrent priorities and engage credibly with senior government and industry stakeholders.

Preferred Qualifications

  • Prior CISA or DHS experience.
  • Experience supporting federal advisory committees, councils, critical-infrastructure programs, or national-security policy.
  • Proficiency with Microsoft Project, Power BI, SharePoint, and Microsoft 365.

Clearance: Active Top Secret clearance with the ability to obtain and maintain SCI; U.S. citizenship required.

What Candidates Should Understand

Work is expected to be onsite in Arlington, Virginia; approved telework may be available only as authorized by the Government. Positions are contingent upon contract award and successful completion of applicable security or suitability processing. For cleared positions, the recruiting requirement is an active Top Secret clearance with the ability to obtain and maintain SCInot necessarily current SCI access on day one. For suitability positions, candidates must be able to obtain and maintain a favorable DHS Fitness Determination. Rides with truck to disposal locations and/or recycling centers; assists truck operator and disposal personnel in off-loading. Performs related work as required.

Knowledge, Abilities, and Skills:

Salary & Benefits Information The base wage or salary range for this position is $20-22 per hour. Individual compensation packages are based on a variety of factors unique to each candidate including skill set, experience, qualifications, and other job-related reasons. What you will do:

  • Screen phone calls and answer inquiries regarding basic department services
  • Welcome site visitors to the office and direct them to the appropriate person/department
  • Prepare quotations/proposals, invoices, reports, and general correspondence
  • Manage calendars and coordinate travel arrangements
  • Perform clerical work including copying, scanning, and filing
  • Manage department records and job files, including project schedules, work logs, and databases, and assist in training record maintenance
  • Execute project administration (setup, schedules, notifications, POs, invoices, report finalization, job closing)
  • Assist with internal and external quality audits
  • Assist with periodic management reports
  • Performs other work as required by specific location and/or department

What it takes to be successful in this role:

  • High School Diploma or GED required
  • Minimum of 2+years directly related experience; certain departments may require additional experience
  • Advanced skills in MS Word, Excel, Outlook, and PowerPoint
  • Working knowledge of, or willingness to learn, other applications/software as necessary to fulfil job duties for assigned department (e.g., Met-Track/Crystal Reports, AutoCAD, Visio, etc.)
  • Strong written communication and organizational skills
  • Professional demeanor
  • Must be a motivated self-starter and able to work independently (minimal supervision and direction)
  • Strong attention to detail
  • High degree of accuracy and speed
  • Develop and maintain good relationships with clients and co-workers
  • Ability to multi-task and thrive in a "busy" environment is a must
  • Ability to travel as business needs dictate
